DIRECTOR LEGAL SERVICES – LEGISLATIVE DRAFTING, CONVEYANCE AND CONTRACT NEGOTIATIONS) – JOB GROUP CPSB 03, (1 POST)

Reports to the County Attorney.
Requirements for Appointment
 Be a Kenyan Citizen;
 Be a holder of Bachelor of Law Degree (LLB) from a recognized university;
 Have a Post Graduate Diploma in legal studies from the Council of Legal
Education and be admitted as an advocate of the High Court of Kenya with a
current practicing certificate;
 Masters Degree in Law from a recognized University will be an added advantage;
 Served for at least five (5) years post graduate experience, two (2) years of
which should be at a senior management level in the legal field either in the
public service or private sector or be a practicing advocate with similar
experience;
 Demonstrated managerial, administrative and professional competence in work
performance;
 Be a member of Law Society of Kenya with good standing.

Duties and Responsibilities
The officer will be answerable to the County Attorney for the overall co-ordination of
legislative drafting, contract negotiations, conveyance and implementation of legal
policies in the mandate areas of the County.
 Advising on legal policy issues, drafting bills and other legal documents;
 Preparing preliminary legal documents;
 Reviewing legal documents/instruments;
 Preparing contract documents and initiating contract negotiations;
 Preparing legal opinions and undertaking law reviews;
 Ensuring compliance with national, regional and international legal
documents/instruments;
 Ensuring compliance with principles and values of good governance, human
rights, transparency, accountability, ethics and integrity;

 Preparing conveyance documents; and
 Advising on property rights;
 Any lawful other duties as may be assigned from time to time.
